I think Cybertronians can feel, but in a completely different way than humans - perhaps not as intense. Which is why all these new sensations he can touch is just OMG amazing to him.
Also, man, I did not expect the reaction to Prowl's hips. Last panel was already in the script without any idea that I should have anticipated this. O_O
